This is one of the 8 new Communications Response Vehicles that is being built as we speak (after only 3 years of planning). The vehicle has an assortment of radios at it's disposal including HF (amateur, marine and commercial), UHF (Commercial and amateur), VHF (Amateur and commercial), VHF-LO (AKA Red Cross Freq's 47.42) a 440 (Commercial UHF repeater system) Satellite phone system and link to national HQ (100 phone lines) as well as a WAN linked to NHQ at 2 GBPS upload and 2.8 down (can be adjusted with a simple phone call). Multiple cell phone lines, AMSAT and AMRSAT systems A, B and C as well as a NASA AMSAT unit and FEMA AMSAT link. The mast is 60' and can support an array of antenna's kept onboard. They also have APRS on all vehicles and can track movements to within 3 feet. Headquarters also has the ability to remotely shut off the radios or the entire vehicle.
