(There are also three VHF Marine pairs available in designated inland Economic Areas - almost none of which falls in California) In order to provide a transition period for the existing adjacent users, the interoperability use of the above frequencies is SECONDARY to (not to interfere with) the existing PRIMARY wide band operations on the adjacent channels, until 01/01/2005, As of 01/01/2005, the adjacent (and for the UHF pairs, on-channel) wide band activities become SECONDARY to (not to interfere with) the Interoperability Channels, which will then have PRIMARY status.
